Utorrent binding IP to NIC with multiple addresses

I have been able to add two IP addresses to a single NIC.

I have added 192.168.1.3 and 192.168.1.9 to the list of IP's.

My router is only allowing 192.168.1.3 to access the VPN 

Address: 192.168.1.3 to connected to my VPN address

Address 192.168.1.9 is bypassing the VPN

I have set 192.168.1.9 as the primary address

I have set the net.bind.address in Utorrent to 192.168.1.3

I have set the net.outgoing.ip in Utorrent to 192.168.1.3

I have verified that Utorrent is in fact using 192.168.1.3 and going through the VPN, and the remaining traffic is using 192.168.1.9.

Is anyone using this configuration?

Is there any chance my ISP can see the traffic. I'm worried about my ISP seeing traffic going either going in or out using this configuration, and If my VPN goes down is that a kill switch?
