Unable to connect

I am using buntu 16.04.6 LTS fully updated.  I installed the latest client 3.99.3.  I set it to OpenVPN, UDP, 1198(SHA256) AES-256-GCM.  It keeps giving me:

 

Could not connect to the VPN management socket.

Please check your firewall settings!

 

When I turn on Debug I see this line:

OPENVPN STDERR: "/opt/torguard/bin/openvpn: error while loading shared libraries: libssl.so.1.1: cannot open shared object file: No such file or directory"

 

Why does it say missing?  I check and I have openssl installed:

openssl/xenial-updates,xenial-security,now 1.0.2g-1ubuntu4.16 amd64 [installed]

 

Is this the wrong one?

you need to upgrade your openssl, best is if you use 18.04 lts or later. Search machines (duckduckgo) throw already few guides how to install/compile openssl 1.1 on 16.04.
