TorGuard now uses a full DNS resolver for looking up host names.
When connected to the VPN TorGuard does not need to query a forwarding
DNS server. During the initial connect and reconnects when internet connection
is restricted and firewall rules block DNS TorGuard will query the DNS server
configured by the system.
* Windows: Fix a crash caused by 'Block Outside DNS'
* MacOS: Notarize the app through Apple, so it can pass Apples GatekeeperInternal changes:

Upgraded MacOS build chain.
A complete update of the build chain (MacOS Mojave, XCode) was required due
to the new notarization policy enforced by Apple.
