UDP and TCP, speeds change from one to the other

I'm hoping someone might be able to answer this.  My situation is, UDP has always seemed to give me better speeds.  But, as of late, if I'm downloading a torrent and have an extremely slow dl speed and hardly any peers, I'll switch to the TCP protocol and it jumps up drastically.  On the other hand, sometimes if I'm using TCP and my speed is snail crawl slow, I'll switch back to UDP and my speeds jump again.

I'm just wondering why this is, why would UDP work great sometimes and then TCP is the way to go other times?
